New roofs carry two distinct warranties: a manufacturer material warranty covering the shingles themselves, and a contractor-backed workmanship warranty covering the installation. Regarding permits, the City of Bellingham generally requires a building permit for roof replacements, with an exception for non-structural, like-for-like reroofs on single-family homes and duplexes.
